UN MONITORS DEPLOY ALONG SERB LINES UN military observers arrived in the volatile northern Brcko region yesterday to head off possible battles over a vital Serb corridor. Around Sarajevo, the United Nations continued its hunt for a Bosnian Serb tank that evaded its control within the heavy weapons exclusion zone around the Bosnian capital. The week-long confusion resulting from a UN decision to allow Serb tanks through the exclusion zone has damaged prospects of reopening peace talks and has exposed rifts within the UN command. Meanwhile, in Vienna, Croatian and Bosnian Muslim negotiators yesterday began a second day of talks on establishing a US-brokered Bosnian federation, with both sides optimistic that an agreement was in sight. A United Nations aircraft carrying relief supplies landed safely yesterday near the Rwandan capital, Kigali, where the airport had been closed for two days because of heavy fighting. Abdul Kabia, head of UNAMIR, the UN Assistance Mission in Rwanda, said Kigali was ``relatively quiet, but still very tense'' yesterday after sporadic firing during the night. Clinton sued
Paula Corbin Jones, a former Arkansas state employee, sued President Clinton in federal court in Little Rock on Friday, alleging that he made an unwanted sexual advance while he was governor in 1991. The lawsuit seeks $700,000 in damages on four counts: deprivation of civil rights, conspiracy to deprive Mrs. Jones of her civil rights, intentional infliction of emotional distress, and defamation. Clinton has denied the charges. His lawyers are expected to argue that Jones cannot pursue a federal suit. Most job-related sexual harassment cases are filed under a federal law known as Title VII of the Civil Rights Act of 1964, but Jones missed the 180-day deadline for suing under that law. Austin, Texas, voters Saturday approved a ballot proposal to prevent the city from offering health benefits to same-sex partners of city employees. Proposition 22 amended Austin's charter to limit benefits to the husbands, wives, and other relatives. All unmarried partners are now excluded. In September, Austin became the first Texas city to adopt the ``domestic partners'' policy, which is similar to those in about 25 cities and to policies of numerous US firms. Record solo voyage
A lone British yachtsman knocked more than 100 days off the record for sailing solo around the world westward Saturday. Mike Golding took 167 days to make the journey, surpassing Chay Blyth's 1971 record of 292 days. In 1986, Dodge Morgan of Cape Elizabeth, Maine, went eastward around the world in 150 days.
